A draft permit and Statement of Basis have been written by the BAQ outlining this proposed project and applicable regulations. This permit will enable the facility to construct and operate in compliance with state and federal air quality regulations. The draft permit has not yet been approved and is open to comment from the public and the United States Environmental Protection Agency (EPA). Winnsboro Quarry is proposing to construct and operate a crushed stone processing plant capable of crushing 800 tons per hour from the primary crusher. If approved, equipment used in this process will include crushers, material screens, conveyors, storage piles, and a truck loading operation. Emissions generated by this facility as a result of the proposed project will include Particulate Matter (PM), PM less than 10 Micrometers in Diameter (PM10), PM less than 2.5 Micrometers in Diameter (PM2.5), Sulfur Dioxide, Nitrogen Oxides, Carbon Monoxide, and Volatile Organic Compound (VOC). If this permit is approved, federally enforceable facility-wide limits of less than 100 tons per year (TPY) of PM10 and less than 250 TPY of PM will be established with this permit, thereby enabling the facility to be below Title V and Prevention of Significant Deterioration (PSD) major source thresholds. If approved, and upon issuance of the draft construction permit, the facility may obtain a Conditional Major Operating Permit from the BAQ with no additional public comment period, unless a significant change in the original construction permit has occurred. All emissions limitations and conditions in the draft construction permits have been written to ensure that this facility operates as a Conditional Major Source.DHEC’s Bureau of Air Quality and Bureau of Land and Waste Management will hold a joint public hearing on Thursday, November 20, 2014, to receive comments regarding this proposed facility. Both a Question and Answer Session at 6:00 p.m. and the Public Hearing at 7:30 p.m. will be held in the auditorium of Fairfield Central High School, located at 836 U.S. 321 Bypass, Winnsboro, SC 29180. Representatives of DHEC will explain the draft permit and answer questions for this facility at the question and answer session. Interested persons will be given the opportunity to offer oral and written comments for the record regarding the proposed project during the public hearing. DHEC staff will be unable to answer questions during the public hearing portion. The hearing will be conducted by a hearing officer designated by DHEC. Those who wish to comment will be called upon in random order. Information relative to the proposed project will be made available for review through December 4, 2014, at DHEC’s Columbia Office listed above.Individuals with disabilities who wish to participate in the public hearing or review the proceedings should contact Kayla Anderson at (803) 898-7678 as soon as possible prior to the hearing to discuss any auxiliary aids or services needed. Written comments will be accepted through close of business (5:00 p.m.) on December 4, 2014, so that comments made during and after the public hearing may be considered when making a decision regarding the draft permit. Following the close of the public comment period, DHEC will make a decision as to whether the draft permit should be approved, approved with conditions, disapproved, or modified.
